The Honourable Senator Smith, P.C. (Cobourg), Chair of the Standing Committee on Rules, Procedures and the Rights of Parliament, presented its sixth report (Amendments to the Rules of the Senate).

The Honourable Senator Smith, P.C. (Cobourg), moved, seconded by the Honourable Senator De Bané, P.C., that the report be placed on the Orders of the Day for consideration at the next sitting.

Introduction and First Reading of Government Bills
The Honourable Senator Carignan introduced a Bill S-17, An Act to implement conventions, protocols, agreements and a supplementary convention, concluded between Canada and Namibia, Serbia, Poland, Hong Kong, Luxembourg and Switzerland, for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes.
The bill was read the first time.
The Honourable Senator Carignan moved, seconded by the Honourable Senator Tkachuk, that the bill be placed on the Orders of the Day for a second reading two days hence.

Third reading of Bill S-213, An Act respecting a national day of remembrance to honour Canadian veterans of the Korean War.
The Honourable Senator Martin moved, seconded by the Honourable Senator Raine, that the bill be read the third time.
After debate,
In amendment, the Honourable Senator Day moved, seconded by the Honourable Senator Mercer, that bill S-213 be not now read a third time, but that it be amended in the preamble,
(a) on page 1, by adding after line 13 the following:
"Whereas the valiant efforts of these Canadians left many of them physically and mentally wounded, a price they continued to pay upon their return to Canada;''; and
(b) on page 2, by replacing line 23 with the following:
"in South Korea during the Korean War and the peacekeeping years following the armistice;''.

The question being put on the motion in amendment, it was adopted.
The question was then put on the motion of the Honourable Senator Martin, seconded by the Honourable Senator Raine, that Bill S-213, An Act respecting a national day of remembrance to honour Canadian veterans of the Korean War, as amended, be read the third time, it was adopted.
The bill, as amended, was then read the third time and passed.
Ordered, That the Clerk do go down to the House of Commons and acquaint that House that the Senate has passed this bill, to which it desires its concurrence.

Resuming debate on the motion of the Honourable Senator Manning, seconded by the Honourable Senator Meredith, that the seventh report of the Standing Senate Committee on Fisheries and Oceans, entitled: The Sustainable Management of Grey Seal Populations: A Path Toward the Recovery of Cod and other Groundfish Stocks, tabled in the Senate on October 23, 2012, be adopted and that, pursuant to rule 12-24(1), the Senate request a complete and detailed response from the Government, with the Minister of Fisheries and Oceans being identified as minister responsible for responding to the report, in consultation with the Minister of Health.
